Which of the following most accurately describes the problem?

1--k A 12-MONTH publicity campaign, on

behalf of free-enterprise hauliers, to begin on March 1, was approved last week by the national executive committee of the Road Haulage Association. The theme will be the personal service given to customers by private-enterprise road haulage.

The appeal will be made through the " quality " Press—daily, weekly and monthly, including some of the important provincial newspapers, as well as trade and technical journals. Part of the campaign will provide for local advertising by hauliers to key into the national effort. Hauliers will pay for their own individual advertising in support of the national drive.

Advertisements will appear in each journal once a month. They will be spread over the month, but with a heavy concentration of advertising at the beginning of each month.

Apart from the main campaign, two " booster " drives will be introduced, depending on resources and political circumstances.

The use of posters on hoardings and vehicles is not envisaged at present. Posters on vehicles are liable to cause labour troubles at the docks and other places, where political feeling is sensitive.
