Which of the following most accurately describes the problem?

I WOULD like to put my point of view about Midland Expressway's (MEL) decision to slash the M6 toll rate for trucks to £6 (CM 29 July).

It is a decision that should be welcomed.There was absolutely no way many firms could justify paying nearly double this rate to send trucks northbound when they would not make this up in fuel savings. Whoever initially decided that a £10 charge for trucks was going to work evidently knows nothing about haulage and transport in this country and needs their head examined!

However, this new rate will no doubt encourage more HGVs to use the toll road and keep Great Britain plc moving. And the best thing is it will free up the M6 even more for me to run along it swiftly.
