Which of the following most accurately describes the problem?

A NEW TRANSPORT lobby group is on the cards following discussions between the Confederation of West Midlands Chambers of Commerce and its counterparts in the North-West. The new body plans to lobby on transport issues that affect both regions, including the plans for the new M6 Expressway, a private toll dual carriageway running alongside the M6 from Cannock to just south of Manchester.

Mike Farmer, regional director of the Road Haulage Association, says the RI-IA will not play a "specific role in the new lobby group" despite being members of the West Midlands Business Transport Group, which will have representation in the new grouping. "We will be involved in the discussions in a spin-off fashion only," Farmer explains.
