Which of the following most accurately describes the problem?

• G Reeves of Norwich is laying claim to a British record after transporting four giant oil tanks to the new Norfolk and Norwich Hospital. Seven metres high and six metres in diameter, the tanks are believed lobe the biggest ever transported along British roads. The 14-tonne vessels were carried along the four-mile route by low-loaders, then lifted into place by 250tonne mobile cranes. The operation was carried out in the early hours and the low loaders were given special permission to drive around traffic islands the wrong way in order to avoid road signs.
