Which of the following most accurately describes the problem?

NATIONAL Bus Company has announced a new regional structure, which, chief executive Robert Brook says, will conform more to geographical and current economic features.

NBC's three regions have been replaced by four new ones and include, for the first time, a separate region for Wales and the Welsh border area to be known as Wales and the Marches.

A new Northern Region will take in National Bus companies operating north of a line from the Mersey to the Wash and will replace the Northern sections of the current Eastern and Western region.

The remainder of present Southern and Western Regions will be replaced by a Midlands and West Region which will extend from Staffordshire through the Midlands, Avon, Wessex and the South West of England from the Isle of Wight.
