I F Parliament agrees, all dual-purpose vehicles, including vehicles of the Land-Rover type, will be exempt from speed limits outside built-up areas if they conform to certain requirements and if they are not drawing trailers.
Regulations to this effect have been presented to Parliament by Mr. John Boyd-Carpenter, Minister of Transport. They will not come into force until they have been approved by both Houses of Parliament.
At present, dual-purpose vehicles when not drawing trailers are exempted from the speed limit for goods vehicles outside built-up areas only if they are not being used to carry goods for hire or reward or trade or business purposes. it is proposed to remove this condition and the .effect of the new regulations, if approved, will be that dual-purpose vehicles will he treated for speed-limit purposes as if they were private ears. The new regulations would also permit dual-purpose vehicles drawing twowheeled trailers to travel at 30 m.p.h.. instead of 20 m.p.h.
To qualify for this concession, the unladen weight of the vehicle must not exceed 2 tons and the seating capacity must not exceed seven, in addition to the driver.
Unless it has a four-wheel drive, the vehicle must be permanently fitted with a rigid roof incorporating a sliding panel and with at least one row of transverse fixed or folding seats for two or more passengers, the seats being properly sprung or cushioned and provided with upholstered back rests. It must also have Windows of specified minimum areas on each side and to the rear, and the distance , from the back of the rearmost seat to the back of the vehicle must not be more than twice the distance from the back of the rearmost seat to the bottom of the steering wheel.
These changes are proposed in the Motor Vehicles (Variation of Speed Limit) Regulations, 1955 (Stationery Office. 2d.i:
