Which of the following most accurately describes the problem?

• The quota for road licences issued to international hauliers within the EC will be increased by 40% this year — but EC transport ministers have so far failed to agree on the increases for the next two years.

At the ministers' meeting in Brussels last week Germany and Italy were unhappy with this year's deal, and a number of ministers insisted that plans for the next two years must be linked with proposed emergency EC measures to combat over-capacity in the market (CM 22-28 March).

However, the Freight Transport Association has called on the British Government to re ject these regulations. Dave Green, the PTA's international customs and procedures manager, says the EC has also proposed a new commercial document to accompany goods on journeys between EC member states, which he feels is unnecessary. ip The transport ministers also fell out over proposals to bring in a pan-EC drawbar length limit.

The UK shifted its position slightly from an 18m limit to the 18.35m proposed by the European Commission. But the Germans and Dutch want 18.75m. There will now be a series of meetings to try and find a compromise.
