• A Crown Court judge has reduced fines imposed on Warley owner-driver Karl Welborn for the unauthorised use of a vehicle from 21,500 to £1,200, but has ordered him to pay the £345 costs incurred by the West Midland Traffic Area in being represented before the Court.

Welborn, of Cecil Drive, Tividale, had been convicted in his absence, by Telford Magistrates on six offences of using a vehicle without an Operator's Licence.

He was fined £250 per offence and ordered to pay 246 prosecution costs, but appealed against that decision to Shrewsbury Crown Court.

Reducing the fines to £200 per offence, but ordering Welborn to pay the Traffic Area's costs, Judge Gibbs said that since he had chosen to ignore the proceedings in the magistrates court, Welborn had nobody but himself to blame if the fines were high.
