Which of the following most accurately describes the problem?

• The backlog of motorway and trunk road maintenance should be cleared by the midNineties, Junior Transport Minister Peter Bottomley promised last week.

He said this when he announced details of a 037 million programme to renew 129krn (80 miles) of motorwi (including part of the M25 London ringway) and 298km (185 miles) single-carriagewa equivalent of trunk roads in 1986/87. (Details in Operator Handbook, p22.)

Bottomley says that keene pricing achieved through the Department of Transport's lane rental scheme, by which contractors are paid more if they finish roadworks early, has also increased the amottn of road maintenance in the past financial year from 160kt to 233km.

Over half of the motorway roadworks this year will be undertaken this way.

Bottomley says he hopes that the backlog, created when maintenance fell back ii the Seventies, will be clearec before the mid-Nineties, but he would not be drawn on what will happen once the backlog is cleared.
