Which of the following most accurately describes the problem?

MANUFACTURERS are suffering no real hardship due to the shortage in steel supplies.

At Dunstable, Dodge lorry production stopped on the three working days up to Easter but will resume after the break. The halt is caused by the delay in delivering goods to Dodge's external suppliers.

Bedford has laid off 300 people engaged in the production of knocked down kits for export, but despite the lay-offs at Dunstable the company has not suspended production.

Fodens are still on a fourday week while Seddon Atkinson's production is down because of the "depressed market". Ford and Leyland Vehicles apparently have no problems and ERF has firmly declined to comment on the situation.

It is thought that some production is slowing down because manufacturers overstocked prior to the steel dispute with vehicles which they are now unable to sell.
