Which of the following most accurately describes the problem?

AN OPERATOR whose eyesight was so poor that he could not read vehicle inspection records has lost his application for an extra two vehicles on his Operator's Licence.

David Ross, trading as D. & M. Ross of Millom, Cumbria told Northern Licensing Authority Bertram Foster that he was in business as a building contractor, public works contractor, earth-mover and hotelier. Asked how a vehicle which was inspected on November 10 could be given a prohibition marked "neglect" on November 19, Mr Ross replied that vehicles worked on very demanding terrain.

Mr Foster commented that the vehicle had deteriorated within a very short time.

Refusing the application, Mr Foster said it would be wrong to grant any increase in the fleet in view of the report before him.
