Which of the following most accurately describes the problem?

A TAX OF ABOUT £30 per day to enter London by heavy lorry is proposed by the Campaign Against the Lorry Menace. Speaking to Sir Arthur Armitage last week, Keith Buchan said that the tax would deter operators from using heavy lorries for delivery on the capital's "in adequate roads." • Over a period of three to four years depots could be centralised and a reorganisation of distribution methods would result in smaller vehicles being used — with a saving to the operator of up to 20 per cent he claimed.

Mr Buchan cited four main areas for solving the heavy lorry problem: routeing, vehicle improvements, bans and taxation.

Bans and restrictions will help the problem as will "sensitive" taxation, according to Mr Buchan. Charges in London, for instance, could fluctuate according to the size of the vehicle.
