Which of the following most accurately describes the problem?

THE FREIGHT TRANSPORT Association (FTA) has drawn up a list of hot spots in London where hauliers are receiving the most penalty charge notices (PCNs).

These are: the Orb region, which includes Oxford Street, Regent Street and Bond Street; Soho and Convent Garden; Tottenham Court Road and surrounding roads: and Holburn.

Regional policy manager Nathalie Chapman says the association is now hoping to work with the local councils and Transport for London to address the issues.

"We are meeting with Westminster [City Council], Camden Council and Transport for London to ensure they realise that these are critical delivery zones for our members and together make a concerted effort to provide a solution," Chapman adds.

The FTA has also created compliance information for drivers and hauliers, including a card explaining the regulations.

• Westminster City Council has relaxed the rules for HGVs delivering in the area. Loading times for single and double yellow lines have been increased from 20 to 40 minutes between 11am and 6.30pm.
