A DEPUTY TRAFFIC Commissioner has given a seven-day licence suspension to an operator with a five-year history of vehicles failing the annual test.

Llandeilo, Carmarthenshirebased David Williams, trading as DL Williams Building Supplies, appeared before Welsh Deputy TC Tim Hayden. The company holds a licence for four vehicles.

Vehicle examiner Mike Williams said the stated inspection period of six weeks had been extended to 12 weeks.

There were also gaps in the inspection records, in one case from July 2006 to March 21)(17 and in another from September 2007 to January 2008.

Between November 2002 and January 2007, 11 out of 15 vehicles presented for annual test had failed first time. Since January there had been one initial failure for a brake pipe leak and headlight failure. Systems were in place but there were no underneath inspection facilities, Mike Williams explained.

Asked why the stated inspection periods were disregarded, David Williams said it began when he had four vehicles, rather than two, and the distances being travelled fell from 6,000km to 3,000km per vehicle. He accepted he should have notified the TC but said he had told the vehicle examiner.

For David Williams, Ray Salteil said a four-post ramp and axle stands had been ordered which would enable vehicles to be inspected underneath.

In addition, Williams was prepared to have a three-monthly audit to ensure his fitter was preparing vehicles correctly. A suspension of the licence could mean the business closing, as these were specialised vehicles.

In suspending the licence, the DTC said he would ask Vosa to carry out a further maintenance investigation in six months' time.
