Which of the following most accurately describes the problem?

an inquiry at Leicester last week that he had to leave his vehicles on open ground, where teddy boys got at them and where tramps used them to sleep in. Mr. F. H. Wheeler, East Park Road, Leicester, was appealing against Leicester City Councils decision refusing him permission to use premises for the storage and maintenance of four coaches—on the grounds of amenity and a danger to road users.

Mr. Percy W. Brown, for the owners of the property, said the premises had been used as an iron foundry and sheetmetal works during the past 70 years. The Assistant Deputy City Planning Officer, Mr. D. L. Sabey, said that when the premises had been used as a works, noise and vibration had been troublesome to local residents. Mr. Wheeler said there would be little noise as only maintenance would be done.

The inquiry was closed and an inspector visited the nremises.
