Which of the following most accurately describes the problem?

THE Western Area of A.R.O. seems to be making excellent progress. Seventeen concerns have joined since June.

Points from its August Bulletin are as follow:—In 'the event of a spare wheel and tyre being stolen, the Regional Tyre Officer has discretion to authorise the supply of a new spare tyre. Emphasis is laid on the necd for offering vehicles for the Defence Lines, irrespective of what members may think of the Chartered Fleet or the 11.N.T.P.

The drivers' subsistence provisions have been reworded to make it clear that the worker is entitled to a pay,meat of 7s. for each rest period not exceeding 14 hours, and that if the period exceeds 14 hours, then he is entitled to be paid, in addition, at the time rate which would be payable if he was actually at work for the period he is resting in excess of 14 hours, but not in excess of 194 hours. Thus, if the rest period were 16 hours, he would be entitled to 7s. plus two hours at the appropriate rate; if the period exceeds 194, he is entitled to a further 3s. 6d. to cover the remainder of the 24-hour period.
