Which of the following most accurately describes the problem?

• A milestone in Britain's motorway network is reached this month when the London orbital M25 is completed. The Department of Transport is calling this the most significant motorway opening since the M1 in the late 1950s.

Next Tuesday, October 7, the 8.1km (5.1 miles) between junctions 19 and 21A (Micklefield Green to the A405 at Bricket Wood in (Hertfordshire) will open for traffic. There will not be an official ceremony; the police will open the road "in time for the afternoon peak."

This section will link the Ml to the M25 for traffic to and from the West.

The remaining section is the 12.91on (8 miles) stretch running east from the A405 at Bricket Wood (junction 21A) around the Al at South Minuns (junction 23). This will open on Wednesday, October 29, with an official tape-cutting ceremony to mark the completion of the M25.
