Which of the following most accurately describes the problem?

to bring in stiff new penalties for HGV drivers found guilty of speeding, driving on banned days without permission or tampering with tachographs. The penalties also affect private motorists.

Drawn up by minister of public works Franco Nicolazzi, the new laws will impose fines ranging from 200,000 lire (£100) to four million lire (£2,000) together with suspension of the operator's licence from 15 to 60 days for anyone driving during prohibited weekend days and public holidays without the necessary permit.

Drivers breaking the speed limit will be liable to fines of 100,000 lire (250) to 300,000

lire (Eno) if they are as little as 10 kph over the limit.

In more serious cases the fines will range from 500,000 lire (2250) to L5 million lire (£750). The fines will be trebled for HGV drivers and their operating licences suspended on the spot.

Tampering with tachographs, which currently carries a fine of 40,000 lire (£20), will now cost up to two million lire (£1,000) for both owner and driver. The offender will also be liable to have his driving licence suspended for a period ranging from a month to a year. Repeated offenders may lose it outright.
