Which of the following most accurately describes the problem?

• The number of accidents ii waiving TR vehicles in Italy is rising at an annual rate of 6% with a series of motorway black spots producing an alarming number of deaths. Examples include stretches from Naples to Bari. Brescia to Padua and Rome to Naples. Of the 14,145 trucks stopped by the police between July 1424 this year 4,301 had been exempted. A further 5,185 had special permission while 4,659 were in breach of the law.

The most common offence (6,768) was breaking the speed limit; tachograph offences came next (1,138), and there were 354 prosecutions for overloading.
