N Coventry haulier Ashley Stevens has succeeded in winning authority for a change of operating centre despite objections from the City of Coventry that the use of the new premises would be unlawful on planning grounds.

Stevens, who trades as AR Stevens Transport, had applied to West Midland Licensing Authority Ronald Jackson to move into premises in Holbrook Lane, formerly occupied by GME Strings.

Denise Alder, an area planning officer, said the premises consisted of a small yard with a narrow entrance at the rear of predominantly residential property. No planning permission or established use certificate had ever been granted for use as a transport depot, and in the council's ‘iew their use by Stevens would be unlawful.

She agreed that there had been no public complaint about the use of the premises and for that reason no planning enforcement action had been taken.

Michael Carless, for Stevens, said the premises had been used for transport in one form or another since 1907. Though GME Strings had not parked vehicles there, a tremendous number had visited the premises each day. Steven's operations would be at a considerably lower level.

Granting the application, Jackson said that if enforcement action was taken it could be two years before the outcome of any appeal against that action was known. If any such enforcement action was upheld then Stevens would have to surrender his licence. Until such an event, however, he could not say that the premises were unsuitable as an operating centre.
