Which of the following most accurately describes the problem?

• Consideration of the renewal of the two-vehicle PSV operator's licence held by James Knight Coaches of Kilfyth was adjourned by Scottish traffic commissioner Hugh McNamara after it was discovered that Knight had made out false inspection records to replace ones he claimed he could not find.

In January the Secretary of State for Transport upheld Knight's appeal against the revocation of his licence last October on grounds of maintenance, directing that it should expire in June of this year instead.

Senior vehicle examiner Robert Gray said that inspection records Knight produced did not tally in regard to journey times and distances with those a vehicle examiner had reported seeing during a maintenance investigation in May.

McNamara had commented that purported records for January, February and March had been signed by a mechanic who, it was said, had not started doing the work until April. David Hogg, for Knight, said that they were not the correct records. Because he had been unable to find the right records, Knight had been stupid enough to make out these false records, Adjourning the hearing until September 30, McNamara said he was not prepared to be fooled in that way. If he had believed it had been a serious offence to forge the records rather than a stupid act he would have reported the matter to the Fiscal. He warned that Knight had until the end of the month to get things right and that if there were any more silly actions like that he might decide he was unfit to hold a licence.
