Silverstein said the firm had a bad history of vehicle maintenance. He found it astonishing that, after a public enquiry leading to the revocation of the licence and an appeal, there should be an unsatisfactory maintenance investigation in July.
It showed a frightening lack of determination to ensure the vehicles were adequately maintained. Despite the proposed improvements he felt it would be too great a risk to grant the company 15 vehicles and a full five year licence.
