Which of the following most accurately describes the problem?

• The margin of three vehicles to be acquired has been removed from the Ulicence held by Newport :haulage company Stephens Transport. In addition South Wales Licensing Authority Ronald Jackson has prematurely terminated the licence So that it expires at the end of June 1987 instead of in 1989.

The company had been called before the LA because of three convictions at the beginning of the year for operating vehicles without excise licences, two at Newport and one at Alferton. It held a licence for 15 vehicles and 35 trailers in possession, with three vehicles to be acquired.

Representing the cornpany, Norman Lloyd-Edwards said cashflow problems had followed a steep decline in the Irish fem traffic on which the business had been based. New traffic had since been obtained and there had been a turn round in the financial situation, profits being up by 25% up.

Managing director Arthur Stephens gave evidence that he was considering the formation of a new company because of problems over the structure of the shareholding of the existing company. As for as the offences were emicerned certain duties delegated had not been carried out.

Curtailing the licence, Jackson said he could not overlook what had occurred. The fact the company's eggs had all been in one basket had been its own choice and it did not entitle the company to quite deliberately operate vehicles without tax.
