Which of the following most accurately describes the problem?

WESTERN NATIONAL is taking advantage of the Transport Act on October 6 by launching a two-hourly Exeter-Plymouth express service.

The service, which will have a 70-minute point-to-point running time, will be operated with coaches in a new white, red, and yellow striped livery, with prominent X38 logos at the side.

In fighting spirit, a Western National spokesman said this week: "It must not be construed that the Transport Act offers opportunities only for new operators. We have the resources and a century of experience behind us to react positively in a competitive environment."
