Which of the following most accurately describes the problem?

AN OPERATOR setting up business in North-east England has been granted a 12-month 0-licence, despite its connection with a defunct Saudi-Arabian business.

Northern Licensing Authority Bertram Foster heard that Thatcher Transport Ltd wanted a standard national licence for five vehicles and 12 trailers to be based at Spennymoor in Co Durham. The business was to be run by Linda Dawn Burton, with her husband, former ABC Trucking partner Barry Burton, as codirector.

Mr Burton said he was unaware of "certain convictions" affecting ABC Trucking, which he and a partner had operated in Saudi Arabia.

His partner had taken two vehicles and gone to Saudi Arabia, owing him £58,000. After taking legal advice, he had sold ABC Trucking 12 months ago, but inquiries were being carried out into records and hours offences.
