Which of the following most accurately describes the problem?

GREATER Glasgow Passenger Transport Executive is introducing a new season ticket this week. A colour photograph identification is the key feature of the scheme. The Transcard is, according to Glasgow PTE, impossible to forge and instantly recognisable.

Ticket holders will be able to travel anywhere on Greater Glasgow buses and Underground at any time between 5am and llpm. The prepaid cost of a Transcard for four weeks unlimited travel is £6 for adults and £4 for children under 16.

The scheme is being launched as a convenieni method of travelling by bus which makes life easier for both the driver and the passenger by cutting out money-handling and change-giving. In this way the PTE hopes to partially alleviate traffic congestion and speed up traffic flow in the city.

Similar schemes to Transcard are already successfully in operation in Birmingham and Liverpool.
