Which of the following most accurately describes the problem?

AN ACCUMULATED deficit of £2.9m on the operation of the Edinburgh municipal undertaking should be transferred to the Lothian regional council and not the Edinburgh district council. This is the view of the Edinburgh Corporation finance committee.

The committee voted by 14 to three last week to draw the attention of the Secretary of State for Scotland to the need for flexible regulations about the closing of accounts for the old local authorities in order to allow this to be done.

A Scottish Office circular has indicated that the appropriate ratepayer should be given the benefit of the credit balances, arid the responsibility for any deficits.
