Which of the following most accurately describes the problem?

IT was announced on Thursday that a I joint manufacturing and marketing agreement had been drawn up between the Rootes Group and the Spanish concern, Metalurgica de Santa Ana, under the terms of which a 2-ton van based on the Commer Walk-Thru would be built at the M.S.A. factory in Linares, which is 160 miles south of Madrid. To be known as the Commer-Santana WalkThru, the van will be available with 60-b.h.p. diesel or 77-b.h.p. petrol engines, both of which will be made by M.S.A., and marketing will be handled by a newly formed company called Rootes Espana S.A., which will have Mr. Brian Rootes as its president.

Mr. Rootes said yesterday that the local content of these new vans will be progressively increased, and that it was hoped that production will be extended to include other Rootes commercial vehicles at a later date. The first Commer-Santana van was unveiled at the Zaragosa Trade Fair, which opened yesterday, and is only slightly different from versions built in the U.K.
