Which of the following most accurately describes the problem?

Barkers Traffic 1-3-Services Ltd-, of Alderton, nr. Newark, Notts, for one additional A-licensed vehicle and one additional B-licensed articulated vehicle was granted at Nottingham on Monday.

The firm originally applied for three additional A-licensed vehicles, but later withdrew the application for.one of them.

Mr. W. Barker, managing director, said the vehicles were needed partly because of the periods during which vehicles were taken off the road for maintenance and he produced maintenance schedules. He also said that some difficulty was being experienced in removing trailers from customers' premises.

In refusing the application for a second A-licensed vehicle the East Midland deputy Licensing Authority, Mr. A. R. M. Ellis, suggested that an application should be made for an additional B-licensed vehicle for the removal of loaded and unloaded trailers from customers' premises within 10 miles of the tirm's depot, whence they could proceed on the main journeys.

Three witnesses supported the applications: Mr. F. D. Jenkins, traffic manager in the Newark area for British Glues and Chemicals, for whom Barkers arc a main haulier; Mr. E. J. Hunt, works superintendent of West Piling Ltd., and Mr. P. Bradford, Bellrock Gypsum Industries.

Mr. Bradford said his firm used both rail and road transport, but the plasterboard which they required Barkers to carry was very fragile and not suitable to go by rail or to be lifted on and off vehicles during transit.

In addition to the applications for new vehicles, Barkers applied to add three customers to vehicles at present under B licences. This application was granted in respect of two customers—West Piling Ltd. and Bellrock Gypsum Industries.
