Which of the following most accurately describes the problem?

PARKING on bus routes should be forbidden at certain times of the day, Cllr. J. Chalmers Brown. chairman \ of Edinburgh Transport Committee, suggested at last week's meeting of the city council.

Of the undertaking's 600 vehicles, 300 Were withdrawn from service after 9 a.m., and only 150 of these were required for the evening rush from 5-6 p.m. Labour could not be fully employed at off-peak periods. This problem was being investigated by specialists. Cllr. Brown did not think that the use of one-man buses would solve it.
