Which of the following most accurately describes the problem?

AAXIMUM speed limits should not in be introduced on new motorways before they have been well tested, according to Birmingham Chamber of Commerce. At their meeting on Monday, Mr. C. E. Jordan, chairman of the transport committee and the road traffic section, said varying speed limits would involve checking and might lead to the introduction of radar.

"We believe the Minister, in the first instance, should not introduce any limit. Then, in the light of experience, and with the advice of road users, the question of limits could be decided upon," he said.

Prof. Gilbert Walker commented: "The reason why English roads are so congested is that cars have one speed limit and lorries another. We should get rid of the element of discrimination."

The Minister has suggested a universal speed limit of 70 m.p.h. during the day, except for lorries with trailers or vehicles carrying abnormal loads. At night cars would be restricted to 55 m.p.h. and lorries to 40 m.p.h., with similar exceptions.
