A Scheme Promoted at Cardiff for the Control of Municipal and Private Services.

SOME indication of what may prove to be the method to he suggested by the Municipal Tramways and Transport Association (in accordance with the official declaration made at its recent annual conference) for solving the Problem of co-ordination of motorbus traffic may perhaps be found in the co-operative schema which is to be promoted at Cardiff.

It is generally regarded. as unlikely that the Cardiff Corporation would carry out any co-ordination scheme likely to differ from that which the associaticin has in view, when it is considered that its tramways manager, Mr. R. L. Horsfleld, was the president of the association last year. Moreover, it will doubtless be recalled that in his presidential address to the conference

Mr. Plorsheld intimated that he eonsidered cerfain stipulations of the London Traffic Act (1924), particularly the recent Order of the Ministry of Transport dealing with bus traffic, might well be applied to the provinces.

The Cardiff schema is to obtain some centralization of motorbus and tramcar control under which there will be a common management, but owners will retain their individual rights in relation to the ownership of vehicles.

The plan which is being prepared is to include all the Cardiff passengertransport services. It has as its aim the co-ordination of services so as to prevent the occurrence of an unnecessary volume of • traffic and to avoid undue wear and tear of roads in and out of the city. It is believed that a board, which will be re presentative of all the local private owners and of the municipality, will be set up for management purposes.

According to Mr. H. L. Eforsfleld, this

• scheme really 'anticipates the probable action of the Ministry of Transport in this matter. The most important step now to be taken is to get into touch with the company proprietors and to obtain their recognition of the fact that advantages will result from the control of services. The comment of the owners is that they will wait and see whether the proposed arrangement would comma them to any great degree of municipal 'control. The" necessity for care, in view of the outstanding • differencesbetiveen private and municipal enterprises • outside the city beuridaries, ig particularly stressed by the private owners.
