• South Wales Deputy Traffic Commissioner Lyndon Davies has decided not to take any disciplinary action against owner-driver Colin Carter, of Cilfynydd, near Pontypridd.

Carter has appeared in court five times following his failure to pay vehicle excise duty in 1992 and 1993.

He said he had an accident two years ago and had not worked for a time. He had only one vehicle, which had been badly vandalised, and two prohibition notices had been issued as the vehicle was being taken for maintenance.

He told the police he would be parking the vehicle close to his home and that was when the tax offences came to light. He was awaiting compensation for the accident, which would put him on a better financial footing. He had been operating since 1960 and had not had any trouble until the accident.

Renewing Carter's licence for five years, Davies said that enquiries would be made about the tax and insurance position.
