Which of the following most accurately describes the problem?

AT its second meeting, on Monday of this

week, the Road Transport Industry Training Board decided to set up five committees. A training policy committee, chaired by the Board's chairman, Mr. K. C. Turner, will co-ordinate the training activities of the organization—which will be more directly controlled through three committees covering passenger transport, road haulage, and the motor vehicle retailing and repair trade. These three committees will be formed from the Board members engaged in each sector, plus educational members distributed among the three according to their primary interest. Each will elect its own chairman and other officers. and will select representatives for the policy committee.

The fifth committee, establishment and finance, will deal with staff, premises and the Board's finances. Already a director-general and a chief training officer are being sought.

Negotiations for headquarters at Wembley are now so far advanced that it is hoped to move into Capitol House. Empire Way (near the stadium) at the beginning of December.

The Board hopes to liaise closely, especially on labour standards and availability, with the little Neddy just set up for motor vehicle production and repair. The RTITB is to take up membership of the British Association for Commercial and Industrial Education.

Next meeting of the Board is on December 6.
