Which of the following most accurately describes the problem?

A COUNTY court judge said last week that

the behaviour of a bus driver was an example of the lack of industrial discipline which was costing the country so dearly.

Mr. Justice Abraham Flint said at Nottingham that the driver, David Eric Pearce, of Rushworth Avenue, West Bridgford, Notts, had decided to have an extra week's holiday and then refused to give any satisfactory explanation. He refused a penalty of three days' suspension and resigned.

The judge granted Nottingham Corporation damages of £40 and costs. Pearce, now a driver with a coach firm, was ordered to pay at the rate of £3 a month.

The court had been told that Pearce had entered into an agreement with the corporation to reimburse it if he left within two years of his training to become a driver.
