Which of the following most accurately describes the problem?

the applicant

ACONTINENTAL operator had his application for an A licence dismissed at the Metropolitan Traffic Court this week—because he failed to appear to present his case.

The application was for two vehicles for the carriage of general goods between Glasgow and London and Immingham. Objectors were Road Services Caledonian Ltd. and McVeigh Transport Ltd. And they also failed to put in an appearance.

The LA described the situation as "most extraordinary". Nortrans Systems, the applicant, is represented in London by Kersten Hunik, and is a Norwegian company. Its London representative was 'phoned before the case was called but was unable to inform the LA why there was no representation.
