Which of the following most accurately describes the problem?

A REDUCED grant in Manchester . signs

of toothy struggles at Edinburgh and Aberdeen—such was the pattern of the British Railways' A variation applications for Freightlinerservice artics. Last week at Liverpool the pattern altered.

An application by British Railways to add 16 maximurn-capacity artics and delete 20 artics and one flat was granted as sought by Mr. Charles Hodgson, the Yorkshire Licensing Authority.

Objectors at the other three hearings aggregate more than 100; but there were no objectors to the Liverpool application. After publication of A and D No. 1230, 14 hauliers objected, but after a subsequent road-rail negotiating committee meeting the objections were withdrawn.

Road-rail committee meetings are not open to the Press nor are their deliberations ever made public. But perhaps it is significant that British Railways is hiring private hauliers at Liverpool for this traffic. Presumably the railway authorities have given an assurance to the road operators that this will continue. This produces a situation where the NUR is handling private hauliers' vehicles because they are on hire to British Railways and not on direct hire to the hauliers' customer.--J.P.B.S.
