Which of the following most accurately describes the problem?

THE Ministry of Transport is discussing with manufacturers and operators a preliminary draft of regulations about traffic noise said Mr. Stephen Swingler, the Parliamentary Secretary, in the Commons this week.

A regulation on crankcase fumes was being prepared this week, he added, though the Minister could not yet say when regulations on exhaust fumes would be promulgated. Investigations into the control of fumes were still going on and their result would be considered at an international meeting in Geneva next March.
