Which of the following most accurately describes the problem?

The congested state of the roads in Paris continues to occupy the attention of the authorities, and the latest attempt at securing an improvement is a decision to transform a large number of busy thoroughfares into " oneway " streets, traffic going in the opposite direction to that indicated -being compelled to use an alternative thoroughfare. While in theory this may be a sound scheme, in practice it has resulted in eonsiderable confusion.

The Prefect of Police has now suggested a sweeping reform in the shape of the abolition of the tramway services from the centre of the city. This move was apparently made as the result of a persona.] experience of traffic delays by the Prefect, and unless the experts deputed to consider the scheme report that the reform would cause much inconvenience, the tramcars will be doomed so far as the heart of the city is concerned.
