Which of the following most accurately describes the problem?

ROAD HAULAGE Association opposition has led to the withdrawal of a new licence application by R. S. Mason (Services) of Doncaster.

The company, of Tickhill, South Yorkshire, had applied for a new international licence for two vehicles and two trailers based at John Hudson (Commercial Vehicles) Bawtry.

The RHA opposed on financial grounds, alleging that the company's nominated transport manager and managing director Ralph Mason was not a fit and proper person to hold a licence. This is because of his involvement with three previous companies including Mason Brothers Haulage and Mason Brothers (Haulage and Storage 1981), all of which had gone into receivership.

The application was first due to be considered at public inquiry by the North Eastern Licensing Authority at the beginning of March, but was adjourned until April 25 after it was said that Mr Mason was on holiday.
