AGREEMENT on a single document for goods traffic between member states is merely the start of simplifying Customs procedures, according to British MEP Basil de Ferranti.

The light at the end of the tunnel would come when the document finally comes into operation — with all the attendant benefits of computerisation and simplified vat procedures.

"Lorry drivers will also want to know that a common transport policy will be introduced and will mean the total aboli tion of the licence system, bringing about a genuine internal market in transport," says Mr de Ferranti.
