Which of the following most accurately describes the problem?

INITIAL experience from a year long free fares experiment held in Denver Colorado by the local transport authority has succeeded in raising passenger levels.

From January 1, 1978 to January 31, 1979 all Denver bus passengers travelled free except during rush hours. Passenger levels were boosted an average from 101,800 a day to 146,500 a day.

Since the free experiment ended average passenger levels have dropped only 13,100 to 135,400 a day. If this loading remains it will increase the authorities bus revenue by approximately $1million a year.
