Which of the following most accurately describes the problem?

(4-10 February) regarding council objections, I applied for an Operator's Licence to park a goods vehicle at my father-inlaw's farm at the beginning of September last year, so I applied for change of use consent to park an HGV.

I received no written representations from my advertisement in the local newspaper within the 21-day period, so I assumed my application was going accordingly. In October I received a letter from the Licensing Authority saying my application had been granted and on receipt of the £70 fee they would send me my licence.

On the following day I received a letter back from the council saying planning had been refused. The reason given was that "the proposal would undesirably intensify the use of the site and would be harmful to the residential and rural amenity of the area".

The following week I went to the council to see if there were any letters. There were two and I was told that there "must have been a lack of communication between the Licensing Authority and the planning authority".

I have received my Operator's Licence now, but I still think that it should not have been granted. After all, what good is it?
