Which of the following most accurately describes the problem?

THE national breakdown service operated by National Breakdown Recovery Services (Commercial) Ltd of Bradford became available to operators on Tuesday, this week, backed up by 140 vehicle recovery companies.

Fleet membership could be cheaper than was at first announced. Instead of £10 a vehicle per year, an operator can choose to pay only £2 a vehicle with a surcharge on each breakdown. Thus, an operator with an Impeccable maintenance record will benefit from such a system.

The kind of surcharge being considered is between £3 and £4 a breakdown.
