Which of the following most accurately describes the problem?

Cheltenham-based international haulier Ralph Davies and 23 drivers have been bailed to appear in court accused of tachograph fraud.

Davies himself and his transport manager Stephen Bennett have been charged with conspiring to break the tacho regu lations over a 12-month period from October 1994.

The drivers, who are based all over the UK and constituted all Davies' drivers at the time, are accused of using and making forged charts. They have been remanded on bail until 24 June. The charges follow an investigation by Gloucestershire Police.

This is not the first time Davies has been before the courts on tacho charges. In 1995 he was cleared of colluding with one of his drivers to fiddle tacho records after no evidence was offered against him. A few months later, a judge ordered further charges against him to be dropped.
