Which of the following most accurately describes the problem?

General Workers Union says the 3.5% pay rise offered by employers in Scottish Joint Industrial Council talks is not good enough. Scottish Regional Industrial Organiser Dan Sharpe says members should negotiate with individual companies to secure increases above the 3.5% which, he says, he can only recommend to his members as a "minimum offer".

The offer includes a 2.6% rise in subsistence money and a larger employer's contribution to the cost of a driver's medical examination, to a maximum of £40 if the driver has served more than 10 years. Sharpe is concerned by the employers' refusal to discuss pensions or improved sick pay. He says the wage negotiations are currently "in a state of flux": drivers are to meet to discuss the offer.
