Which of the following most accurately describes the problem?

THE FRENCH government, I read, has not abandoned the idea of single carriageways for future motorways as a costcutting measure. The recent students' riots in Paris would be garden parties compared with the carnage that would ensue from vehicles approaching each other at 200mph and both drivers determined with Gallic stubborness to use the same piece of road.

Motorways in France are mostly operated by private enterprise or jointly with the state, but the Government is to nationalise them and standardise tolls. Donne's bell would, however, toll longer, more loudly and more often on single carriageways than on others.
