Which of the following most accurately describes the problem?

Women's Institute has asked to borrow it for one night each week throughout the summer. I will drive it for the WI, who have agreed to contribute E3 to Guide funds and pay for the fuel for each journey. If I agree will I need a psv driving licence and will the vehicle be regarded as a psv ?

Provided the vehicle is not used for hire and reward, that is the passengers are not charged fares, the vehicle will not be classified as a psv. However, hire and reward is implied if payment is made for• other matters (such as entrance to a theatre) which includes a charge for the transport. Therefore, provided the WI members are carried entirely without payment for the facility, the vehicle is not a psi, and you will not require a psv driving licence. The contribution to Guide funds' would not be regarded as payment for transport by the passengers.
