Which of the following most accurately describes the problem?

ABERDEEN District and Grampian Region have rejected a call for compulsory banning of heavy vehicle parking on Aberdeen streets.

It was decided the scheme is impracticable and likely to hurt all road users without achieving the desired object. The Region rejected such a ban on parking.

But an officials' working party has been set up to propose remedies. Meanwhile the Scottish Office has been told by the council that two major lorry parks are needed urgently.
