Which of the following most accurately describes the problem?

RELIEF from heavy vehicle traffic for 50 towns and villSges is now provided by the completion of a bridge on M62 over the River Ouse near Goole on Humberside.

Said Transport Minister Dr John Gilbert at the opening ceremony last week: "The M62 will contribute greatly to the country's economic health by improved communications between the Humber ports and the industrialised parts of West and South Yorkshire and Lancashire."

The new road would help to reduce unemployment in the area by allowing an expansion of trade and commerce.

The bridge was the last to be built in the present roads programme.
